This photo reminds me of the famous 1990 "Lasanga" staredown photo in Kahensatake (Oka, Quebec, Canada).

In short a indegenous community (of the Mohawk Nation) defended their land from an invasion by the provincail police, the Surete de Quebec, and later the Canadian military. Lots more information is available, I suggest searching google.
